For Lackawanna and Luzerne counties, Governor Corbett's proposed impact fee on shale gas wells will be of no aid. These counties have little or no drilling but have to deal with trucking traffic, waste disposal, and pipeline impacts that spill over from busy drilling counties but do not see any revenue from the Impact fee.
