He received his Bachelor of Science Degree from Drexel University in 1963, a Master of Arts in Education from Montclair State in 1968, and his Juris Doctorate from the Villanova School of Law in 1971. In 1971, he was admitted to the Bar in Pennsylvania. He is also admitted in the U.S. District Court, Middle and Eastern Districts. In addition to his practice with individuals and small businesses, Charlie is the former District Attorney for Pike County, Pennsylvania, and is Senior Magisterial District Justice.

He also does Real Estate Law and Corporate and Business law, having counseled small to medium sized businesses on a full range of legal matters.
