He is married to the former Sarah Zukoski. They are the parents of 3 children, Lucy, Packy, and Tucker. He received his Bachelor of Arts Degree from Boston College in 2001 and his Juris Doctorate from Dickinson School of Law in 2004. While at Dickinson Law School, Chip was a member of the Woolsack Society, which represents the top 15% of the class. He was admitted to the Bar of Pennsylvania and the U.S. District Court, Middle District of Pennsylvania in 2004.

He was further admitted to the U.S. District court, Eastern District of Pennsylvania in 2005.Additionally, he was inducted into the Order of Barristers. He also holds a Certificate in Dispute Resolution and Advocacy.

In 2004 he was admitted to the Bar in Pennsylvania.
